The Comptroller General must examine how 19 federal agencies have distributed recovery grants following Hurricanes Irma, María, and Fiona, the 2020 earthquakes, and the COVID-19 pandemic, identifying where missing or unreliable data has slowed grant processing and allocation. The study must assess what federal statistical products are unavailable for Puerto Rico that could improve grant management and recommend ways to include Puerto Rico in existing federal data systems. Federal agencies must respond to information requests within 90 days, and the full report must be completed within one year of the bill's enactment. This legislation aims to improve future disaster recovery efforts by identifying and addressing the data infrastructure problems that have complicated Puerto Rico's access to federal recovery funding.
