The Lifesaving Gear for Police Act of 2024 prohibits the federal government from enforcing regulations that restrict state and local police departments from receiving surplus federal equipment, particularly military gear from the Department of Defense. The bill nullifies rules issued under two executive orders from 2015 and 2021 that had limited such transfers unless those rules are formally enacted into law by Congress. It also blocks federal agencies from using any funds to implement these restrictions and prevents the President from reinstating or creating similar rules in the future. Additionally, the bill requires the federal government to return, replace, or reissue any equipment that was recalled or seized from police departments under the previous restrictions, at no cost to the agencies, if they request it and meet basic eligibility requirements. The legislation would effectively expand police access to federal military-grade equipment by invalidating administrative limits that had been put in place.
