Referred to the Committee on Foreign Affairs, and in addition to the Committee on Financial Services, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill prohibits the federal government from providing direct cash assistance to people in Afghanistan and prevents U.S. funds from being given to the United Nations or other organizations if those funds will be used for cash assistance in Afghanistan. The legislation also bars the Federal Reserve from selling U.S. currency to the United Nations for this purpose. According to the bill's findings, Congress is concerned that billions of dollars sent to Afghanistan since the Taliban took control in 2021 have indirectly benefited the Taliban regime through taxation of aid, currency exchange fees, and support for the Afghan central bank. The bill states that as of January 2024, the U.S. government has provided approximately $2.6 billion of the $2.9 billion in cash that the United Nations has sent to Taliban-controlled Afghanistan. The legislation has no specified sunset date or funding amount, as it operates as a spending prohibition rather than an authorization.
