This bill establishes new federal programs and oversight structures to strengthen lending institutions that serve communities of color and low-income areas. The legislation requires that at least 40 percent of assistance from the Community Development Financial Institutions Fund go to minority lending institutions and creates a new Office of Minority Lending Institutions to oversee these efforts. It also establishes a new Treasury Department office led by a Deputy Assistant Secretary to monitor and support minority depository institutions and community development financial institutions, with federal banking regulators required to designate senior officials to promote these institutions and meet quarterly to coordinate efforts. The bill authorizes $4 billion for the Emergency Capital Investment Fund and allocates up to $250 million for technology grants to help these institutions improve loan processing, cybersecurity, and comply with regulations. An additional $100 million supports a pilot program to establish new minority-owned and community development financial institutions, while another $100 million funds a Supporting Young Entrepreneurs Program through community development financial institutions. The legislation also directs Treasury to create an interactive map showing the locations of certified institutions, requires annual reporting on the diversity of leadership at these institutions, directs the Federal Reserve to provide discounted borrowing access, and mandates studies on securitization opportunities for community development financial institutions. Most reporting and study requirements must be completed within one year to eighteen months of the bill's enactment.
