The Cyber PIVOTT Act establishes a new federal scholarship program administered by the Cybersecurity and Infrastructure Security Agency (CISA) to train cybersecurity workers at community colleges and technical schools. The program provides full scholarships covering tuition, fees, and living expenses to eligible students—including those entering cyber programs, current first-semester students, and career changers—who complete a two-year cyber or related technical certification at participating institutions. In exchange, scholarship recipients must complete a two-year service obligation working in a cyber role for federal, state, local, tribal, or territorial government agencies, with limited exceptions for military service members. The program requires participating students to complete at least four hands-on skills exercises such as lab work, hackathons, and tabletop exercises, secure a cyber internship with government or critical infrastructure entities, and obtain appropriate security clearances where needed. CISA aims to enroll at least 250 students in the program's first year, double enrollment each subsequent year until reaching 1,000 annually, and develop a plan to enroll 10,000 students per year within a decade.
