The Industrial Agriculture Conversion Act of 2024 would create a new federal grant program to help medium and large livestock and poultry farms transition away from confined animal operations toward more sustainable, climate-friendly farming practices. Eligible farms would receive grants covering up to 90 percent of project costs to make improvements such as building outdoor pasture access, converting to organic or specialty crop production, or installing shelter and enrichment structures for animals. In exchange, farms receiving grants must permanently stop confining animals entirely indoors on the properties covered by the grant within 180 days. The bill would fund these grants using unobligated money from a previous appropriations law, with grant terms lasting no more than three years and requiring recipients to contribute at least 10 percent of project costs. The legislation also protects participating farms from retaliation by meat packers and provides reduced cost-sharing requirements for socially disadvantaged farmers working with community organizations or minority-serving institutions.
