Referred to the Committee on Energy and Commerce, and in addition to the Committee on Financial Services, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The CHIERS Act of 2024 directs the Secretaries of Health and Human Services and Housing and Urban Development to jointly award grants for transportation services to substance use disorder treatment and supportive services. The grants would benefit individuals with substance use disorders who are experiencing homelessness, living in low-income communities, or in areas where transportation is a barrier to health care. Eligible recipients include nonprofits, government agencies, Indian tribes, health centers, and homeless service organizations that can use the funding to provide free transportation on-demand or on a scheduled basis, purchase vehicles, train drivers, or contract with rideshare services. Grants must last at least one year, and grantees must report back within a year on how well they reduced missed or cancelled appointments. The bill requires grant awards to begin within one year of enactment but does not specify total funding amounts, leaving appropriation decisions to Congress.
