The Chai Suthammanont Healthy Federal Workplaces Act of 2024 requires all federal agencies to develop and publish comprehensive safety plans for employees and contractors who work on-site during declared infectious disease emergencies. Within 60 days of the bill's enactment, each agency must create a plan that addresses personal protective equipment, testing procedures, cleaning protocols, occupancy limits, and alternative work arrangements for high-risk individuals, while ensuring the agency can maintain operations and service levels. Agencies must make these plans publicly available on their websites and communicate them to all current and future employees and contractors, with the Office of Management and Budget compiling links to all plans on a central webpage within 90 days. The bill establishes reporting requirements, directing agency Inspectors General to report on plan implementation and compliance within six months, and requiring the Government Accountability Office to submit a report within one year on lessons learned from the COVID-19 pandemic to improve future emergency responses. The legislation does not specify direct funding but ensures workers have avenues to report safety concerns through Inspector General hotlines and the Office of Special Counsel.
