This bill expands the San Pablo Bay National Wildlife Refuge by adding approximately 5,658 acres of land, marshes, tidal flats, salt ponds, and open waters in the San Francisco Bay Area across Marin, Sonoma, Napa, and Solano Counties in California. The U.S. Fish and Wildlife Service can acquire these additional lands through donation, willing seller purchases, or exchanges, but cannot use condemnation or eminent domain to seize private property. The bill designates hunting, fishing, wildlife observation, photography, and environmental education as priority public uses of the expanded refuge and calls for the Secretary of the Interior to request funding from the Land and Water Conservation Fund in annual budget submissions to support land acquisitions. The legislation also allows the Fish and Wildlife Service to enter into voluntary cooperative agreements with state agencies and private landowners for co-management of lands within or near the refuge boundaries.
