The RCORP Authorization Act amends federal law to establish and maintain the Rural Communities Opioid Response Program, which provides grants and cooperative agreements to help rural areas expand prevention, treatment, and recovery services for opioid and substance use disorders. Eligible recipients include states, Indian tribes and tribal organizations, state offices of rural health, and other domestic entities that can demonstrate how they will involve rural communities in planning and operating their programs. Funded activities may include planning to strengthen care coordination networks, implementing evidence-based treatment and prevention services, responding to emerging public health issues, and providing technical assistance, though funds cannot be used to purchase or improve real property. The legislation authorizes $165 million annually for fiscal years 2024 through 2028 to support these grants, with individual grant periods capped at five years. The bill was introduced in September 2024 by a bipartisan group of representatives and referred to the Committee on Energy and Commerce.
