This bill creates a special enrollment period for the military's Survivor Benefit Plan that runs from the bill's enactment through December 31, 2025. Military retirees and former service members who previously did not enroll in the plan, or who are not yet 60 years old but otherwise qualify for retirement benefits, can now join during this open season. Current participants can also use this period to change their beneficiary designations or withdraw from the plan, though they generally need spousal consent to discontinue coverage. Anyone enrolling must pay back-premiums equal to what they would have paid since their first opportunity to join, plus interest and any additional amount needed to keep the military retirement fund actuarially sound. These premiums will be collected and credited to the Department of Defense Military Retirement Fund.
