Specifically, it removes existing restrictions on collective bargaining by striking three subsections of federal law that currently limit what VA health employees can negotiate. The change would allow VHA workers greater ability to collectively negotiate employment terms with the Department of Veterans Affairs. The bill does not authorize any new funding and includes a safeguard stating that the changes do not affect the VA Secretary's separate authority to offer incentive pay and expedited hiring. The legislation was introduced in September 2024 with broad bipartisan support from members of Congress.
