The Combatting Global Deforestation Act of 2024 establishes a new international program to help developing countries protect and restore forests and natural ecosystems while combating climate change. The program, managed by the State Department, would provide financial assistance to countries and local communities that meet specific conservation goals, particularly through measurable reductions in deforestation and restoration of natural forests. The bill also directs the U.S. Agency for International Development to provide technical support to help developing nations build capacity for forest conservation and create markets for conservation credits. The legislation authorizes $875 million annually for fiscal years 2024 through 2027 for the main conservation fund, plus $10 million for technical assistance programs. To receive funding, partner countries must demonstrate verified environmental results, involve indigenous communities and women in project planning, maintain transparency, and secure additional funding from non-U.S. sources equivalent to at least 10 percent of the U.S. contribution.
