This bill requires the Department of Veterans Affairs to establish standard practices for all suicide prevention and mental health grant or pilot programs administered through the Veterans Health Administration. The Secretary of Veterans Affairs must prescribe regulations within 180 days that set clear, measurable objectives for these programs and require organizations to develop detailed plans for evaluating whether programs work and should be expanded. The regulations mandate that program goals and evaluation plans be shared with relevant stakeholders at least 30 days before a program begins and throughout its duration, and require a final evaluation at the program's conclusion to assess lessons learned and whether results can be applied more broadly. These standard practices would apply to both new and existing programs. The bill aims to ensure that veteran suicide prevention efforts are rigorously designed, monitored, and evaluated so successful approaches can be identified and scaled up across the VA system.
