The School Freedom Act of 2024 would eliminate most federal elementary and secondary education programs by June 30, 2025, and redirect all federal K-12 education funding directly to parents through individual accounts. Each eligible child would receive a School Freedom Account containing their per-pupil share of federal education dollars, which parents could either use directly to pay for educational expenses like private school tuition, tutoring, or educational materials, or authorize for disbursement to their local public school. The bill affects all school-age children with valid Social Security numbers and requires the federal government to terminate existing federal education programs while reallocating any unspent funds to the new accounts beginning in the 2025-2026 school year. Unused funds would roll over annually until the child completes secondary school, then convert to a Higher Education and Skills Obtainment Fund usable for college or career training until age 30. The Government Accountability Office would be required to report annually on the program's implementation, tracking how much funding goes to private schools, charter schools, homeschooling, and other educational options.
