Referred to the House Committee on Oversight and Accountability.
The Return USA Act establishes a pilot program to help experienced mid-career professionals rejoin the federal workforce after taking time away. The program targets people with at least three years of prior work experience who took career breaks lasting at least one year for reasons such as childcare, elder care, military service, or health concerns, and aims to place them in mid-level civil service positions that match their skills. Participating agencies will provide at least one year of onboarding, training, mentorship, and professional development, with priority given to underrepresented populations including women, and the program will prioritize offering wraparound supports like childcare assistance. The legislation authorizes $5 million per year starting in fiscal year 2025 and requires the Office of Personnel Management to submit annual reports to Congress through 2029 measuring participant retention, demographics, and the program's impact on federal workforce diversity. After an initial three-year period, the director will determine whether the program should continue or be terminated based on its success in hiring and retaining qualified candidates.
