Foreign nationals would apply from their home country, undergo background checks, and if hired, would be assigned a case officer to monitor their employment and whereabouts, with status valid for up to five years through initial two-year terms plus potential one-year renewal. The program would begin with a cap of 50,000 workers in year one, increasing to 125,000 annually in years three through five, and would automatically sunset after five years. However, the bill would not take effect until the southern border wall is completed, and it includes a controversial 10 percent tax on all remittances sent out of the United States, regardless of whether workers are in the program.
