This bill requires the federal government to collect information about how much energy and water data centers use across the United States. Within 180 days of the bill becoming law, the Assistant Secretary of Commerce for Communications and Information must ask data center operators to voluntarily provide data on their energy and water consumption from the previous year, and must then publish those results on an interactive map within another 180 days. The bill also requires the Assistant Secretary to accept public comments from utilities, labor organizations, state regulators, and consumer groups, and to submit a report to Congress with recommendations for improving data center regulation and transparency. The effort involves coordination with the Environmental Protection Agency, the Department of Energy, and other federal agencies as needed. This transparency initiative is designed to provide the public and policymakers with better information about the resource demands of the data center industry, which has grown significantly due to increased cloud computing and artificial intelligence usage.
