The program prioritizes communities with high rates of unsheltered homelessness and severe housing cost burdens, and grants can cover up to 100 percent of project costs. The funding, which will be available through September 2032, is sourced by rescinding $70 billion from Immigration and Customs Enforcement appropriations, and the legislation explicitly prohibits using any funds for immigration enforcement or detention. Up to $2 billion may be used for program administration, technical assistance, and oversight.
