Referred to the Committee on Education and Workforce, and in addition to the Committees on Oversight and Government Reform, and House Administration, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Caring for All Families Act significantly expands federal leave protections for workers caring for family members by broadening the definition of "family" under the Family and Medical Leave Act (FMLA) to include domestic partners, grandparents, grandchildren, siblings, aunts, uncles, nieces, nephews, in-laws, and individuals in close family-like relationships—beyond the current coverage of just spouses and children. The bill also creates new "parental involvement and family wellness leave" allowing both private and federal employees up to 4 hours per 30-day period (24 hours annually) to attend their children's or grandchildren's educational and extracurricular activities, routine medical appointments, or care for elderly family members. These expanded leave protections apply to both private-sector employees and federal employees, with federal employees able to use accrued annual or sick leave for the new family wellness leave if needed. The bill requires employers to provide at least 7 days' notice for leave when feasible and to make reasonable scheduling efforts for medical appointments. This legislation essentially ensures that workers have job protection when taking leave to care for a much wider circle of family members and to participate in their children's lives.
