The Better Jobs through Evidence and Innovation Act creates a new Workforce Development Innovation Fund to award grants to eligible organizations for testing and expanding job training programs that have proven results. The grants support three types of initiatives: early-phase grants for developing new programs with any level of evidence, mid-phase grants for refining and testing programs with moderate to strong evidence, and expansion grants for scaling programs that have demonstrated significant success. Recipients must use at least 60 percent of funding for direct program implementation and conduct rigorous evaluations to measure improvements in earnings and employment outcomes, particularly for people facing barriers to employment. The bill authorizes unspecified funding for fiscal years 2027 through 2031, requiring that at least 50 percent go to expansion grants and no more than 25 percent to early-phase grants, while reserving up to 10 percent for technical assistance and evaluation research. Eligible organizations include state and local workforce boards, colleges, nonprofits, labor organizations, and American Indian tribes.
