The Freedom to Home Distill Act would allow individuals to produce distilled spirits at home for personal use without paying federal excise taxes or meeting certain federal regulations currently required for commercial distilleries. Households would be limited to producing either 10 proof gallons per year if there is one adult in the home, or 20 proof gallons per year if there are two or more adults, with the requirement that no distilled spirits be sold or transferred for sale. The bill also establishes safety requirements for home stills, limiting their capacity to 50 gallons and requiring them to have pressure release and vacuum relief valves. Home distillers would be exempt from federal registration and notification requirements for distilling equipment. The changes would take effect on January 1, 2027.
