The CEDS Act amends federal economic development law to require communities receiving certain grants to incorporate affordable, quality care services into their economic development plans. These care services include child care, early childhood education, disability and long-term care, and elder care. The Department of Commerce must issue guidance within one year of the law's enactment explaining how grant recipients should integrate access to these services into their development strategies. Communities that already have approved economic development plans do not need to immediately update them, but will be required to comply with the new requirements during their next regularly scheduled update. This legislation treats accessible care services as a key component of economic development rather than a separate social issue.
