This bill, known as the SRBIJA Act (Supporting the Rule of law, Building Institutional Justice, and Accountability Act), expresses Congressional concerns about Serbia's democratic backsliding and directs the U.S. State Department to take specific actions regarding the country. The bill requires the Secretary of State to submit a detailed strategy within 90 days examining Russian and Chinese influence in Serbia and outlining U.S. objectives for engagement, and to submit a broader intelligence report within 180 days assessing threats to U.S. interests. The legislation mandates that the Secretary address Serbia's relations with Russia, China, and Iran; election integrity; anti-corruption efforts; and democratic freedoms during the U.S.-Serbia Strategic Dialogue, and requires written certification to Congress at least 10 days before any such dialogue takes place. The bill authorizes additional assistance to Serbia if the government demonstrates credible progress on judicial independence, media freedom, investigating the November 2024 Novi Sad train station collapse, and aligning its foreign policy with NATO and the European Union. The legislation automatically expires after five years.
