The Missed Paychecks for Missed Deadlines Act would withhold the daily pay of Members of Congress for each day a government shutdown is in effect. Under the bill, Congress members in both the House and Senate would lose compensation equal to one day's salary for each 24-hour period during which a shutdown occurs, with no opportunity to receive retroactive back pay once the shutdown ends. The legislation applies to any shutdown caused by a failure to pass regular appropriations bills or continuing resolutions, and it would take effect beginning with the 120th Congress going forward. The bill requires the Treasury Department to assist the payroll administrators of both chambers in calculating and withholding the appropriate amounts from members' compensation. This is intended to create financial incentive for Congress to pass budget legislation on time and avoid shutdowns that leave federal workers furloughed without pay.
