Summary

Highlight any text to annotate
This bill protects federal employees and contractors who report wrongdoing by establishing that whistleblower protection laws always override nondisclosure agreements, executive orders, and agency policies. Under the legislation, any NDA provision that conflicts with federal whistleblower protections is void and cannot be enforced against employees making protected disclosures, including those to Congress. Federal employees can use this legal protection as a complete defense if an agency attempts to discipline them based on an NDA for reporting concerns. The Office of Personnel Management is required to incorporate this rule into all future NDA templates to ensure uniform compliance across the federal government. The bill applies to all federal employees and contractors with access to sensitive government information.
