This bill creates a federal advisory panel to develop training requirements and protocols for 9-1-1 dispatchers to better handle calls from people experiencing mental health or substance use crises. The panel, convened by the Secretary of Health and Human Services in consultation with the Attorney General, will include psychiatrists, paramedics, law enforcement officers, crisis response specialists, and representatives from underserved communities and tribal organizations. The panel's recommendations will focus on connecting callers to crisis care services rather than law enforcement when appropriate, integrating the 9-8-8 suicide and crisis lifeline with 9-1-1 systems, and establishing training standards for dispatchers on cultural competency and evidence-based crisis response practices. The panel will also develop data collection standards to measure outcomes and identify any disparities in response times and referrals across different populations. The recommendations will be updated at least every five years, and the panel will submit reports to Congress whenever new recommendations are issued.
