This bill creates a dedicated fund in the U.S. Treasury for the Southwestern Power Administration (a federal agency that manages electric power and transmission in the southwestern United States). The fund will collect all revenues the administration generates, plus any appropriations Congress provides, and will use these monies to pay for operating and maintaining power transmission facilities, marketing electricity, building new transmission infrastructure, and administrative costs. Money in the fund will remain available to spend as needed without expiring, and the administration can obligate funds in advance of receiving appropriations. Any excess funds will be returned to the Treasury annually. The bill consolidates several existing scattered funds into this single account and applies federal corporation accounting rules to how the fund is managed, essentially giving the Southwestern Power Administration more financial flexibility to operate as a self-sustaining entity.
