The Problem Solvers TRUST Act would prohibit states from redrawing congressional districts more than once per decade, except when required by a court order. Currently, some states conduct mid-decade redistricting to change electoral boundaries for political advantage, and this bill aims to prevent that practice by locking in district maps for ten years following each decennial census. The only exception would be if a court mandates changes to comply with the Constitution, state constitutions, or federal law, and even then states must make the smallest possible alterations to existing maps. Legal challenges to redistricting plans would need to be filed within one year of the plan's adoption. The legislation would take effect for any redistricting that occurs after the November 2032 election.
