The Currency Options, Information, and Navigation Act directs the Small Business Administration to create educational resources and training modules about digital assets for small businesses, which must be made available on the SBA's existing online learning platform within 180 days of the bill's enactment. The educational materials will cover topics including the benefits and risks of using digital assets, security concerns, tax implications, how to evaluate third-party vendors for digital asset transactions, payment gateway information, and differences between types of digital assets like stablecoins. To develop these resources, the SBA must consult with multiple federal agencies including the Treasury Department, Federal Reserve, SEC, and CFTC, as well as establish an advisory working group comprising representatives from government, private industry, academia, consumer advocacy organizations, and experts in digital asset security and fraud prevention. The bill requires that the educational information be factually accurate, current, easy to understand, and presented neutrally without favoring any particular digital asset model or tool. The legislation contains no new funding authorization, requiring the SBA to implement the requirements using existing resources.
