The VA Claims AI Accountability Act requires the Department of Veterans Affairs to build and operate a modernized technology platform to streamline the disability claims process for veterans. The platform must improve veteran experience, increase efficiency and accuracy in claims processing, and strengthen system architecture while ensuring that humans—not artificial intelligence alone—make all final decisions on benefit approvals and that individual conditions are reviewed by people before any automated determinations. The bill establishes strict oversight requirements, including a comprehensive artificial intelligence governance framework, and mandates that the VA submit a detailed report to Congress within one year covering costs, performance metrics, and the confidence levels of any AI systems used in claims processing, along with quarterly briefing updates. An independent evaluation by the Government Accountability Office is also required to assess whether the program meets its stated objectives. The program is authorized through October 1, 2028, after which the authority terminates unless Congress extends it.
