The Justice for Ukrainian Children Act authorizes approximately $15 million annually through fiscal year 2032 to investigate, document, and prevent Russia's forcible transfer and deportation of Ukrainian children, which according to the Ukrainian government has affected more than 20,000 children as of February 2026. The bill establishes a centralized database to preserve evidence of these alleged crimes against humanity, requires the State Department to coordinate with Ukrainian authorities and civil society organizations, and mandates annual reporting to Congress on efforts to locate and rehabilitate abducted children. Additionally, the legislation imposes sanctions on any foreign person involved in transferring, deporting, indoctrinating, or militarizing Ukrainian children, including asset freezes and visa revocations, while allowing limited exceptions for humanitarian aid and authorized intelligence activities. The bill also authorizes $10 million annually through 2032 to expand broadcasts by Radio Free Europe/Radio Liberty and Voice of America in Ukrainian, Russian, Balkan, and Tatar languages to combat Russian disinformation and maintain communication with affected regions.
