This bill directs the Department of Veterans Affairs to establish a pilot program allowing qualified pension assistance organizations to help veterans and surviving spouses apply for non-service-connected pension benefits and aid-and-attendance allowances. The organizations would provide services like intake screening, documentation collection, application preparation, and ongoing support throughout the claims process. Participating organizations must meet strict qualifications, including at least five years of experience, 10,000 documented approvals, the ability to serve 300 claimants monthly, and cannot charge fees or engage in financial product sales. The pilot will operate through December 31, 2031, in selected Veterans Integrated Services Networks, and the VA must evaluate whether it improves claim quality, processing times, approval rates, and reduces reliance on Medicaid-funded long-term care services. The VA must submit a preliminary report 18 months after the pilot starts and a final report within 180 days of completion, with recommendations on expanding or continuing the program.
