Summary

This bill would permanently ban individuals convicted of defrauding the government from receiving future assistance from the Small Business Administration (SBA). The legislation specifically targets people who have been finally convicted of financial misconduct or making false statements related to Paycheck Protection Program loans, COVID-19 disaster loans, or certain pandemic-era grants like the Restaurant Revitalization Fund and Shuttered Venue Operators Grant. The ban would also apply to small businesses if their key leaders, owners with more than 20% equity, or other controlling individuals have such fraud convictions. The prohibition would not affect existing contracts or agreements made before the bill becomes law, and it would still allow access to non-COVID disaster relief loans. The bill was introduced in March 2025 and reported out of the Senate Small Business Committee without changes in April 2025.
