This bill directs the Department of Homeland Security to create a Critical Infrastructure AI Cyber Defense Pilot Program within 120 days of enactment. The program will help owners and operators of critical infrastructure, such as power plants, water systems, and hospitals, use government-provided artificial intelligence tools and technical support to identify and fix cybersecurity vulnerabilities. The bill prioritizes participation for not-for-profit, publicly owned, rural, and small-sized infrastructure operators, which are often the most vulnerable to cyberattacks. The program is authorized to receive up to $100 million in funding over five fiscal years from 2027 through 2031, with no more than 5 percent of that amount used for administrative costs. The pilot program will run for five years and must submit monthly reports to Congress detailing how many grants have been awarded and to whom.
