The HELPER Plus Act establishes a new Federal Housing Administration mortgage insurance program specifically for first responders, 911 dispatchers and call center operators, child care workers, and correctional officers or prison guards. The program allows eligible borrowers who are first-time homebuyers to obtain FHA-insured mortgages with zero down payment, meaning they can finance up to 100 percent of the home's appraised value with no cash required upfront. Borrowers must have completed housing counseling, been employed in their qualifying profession for at least four of the preceding five years, and intend to continue working in that field for at least one year after closing on the mortgage. The bill authorizes $660,000 in funding for fiscal year 2026 and $160,000 annually for fiscal years 2027 through 2032, with the program set to expire five years after it becomes operational unless Congress reauthorizes it. Mortgages in this program will have an upfront insurance premium paid at closing but will not be subject to ongoing monthly insurance premiums.
