This bill directs the National Oceanic and Atmospheric Administration to study contamination in the San Pedro Basin off the California coast, where DDT and other industrial waste was historically dumped into the ocean. The research will monitor existing contamination, examine how these pollutants spread through marine ecosystems, and explore whether bioremediation—using biological processes to clean up contamination—could help restore the area. The Administrator will also develop methods and tools that could be applied to other ocean dumpsites and submit a comprehensive report to Congress within three years identifying all federal offshore dump sites. The legislation authorizes $6 million annually from fiscal year 2028 through 2034 to fund this research and remediation work.
