Grant recipients must provide job training, supportive services including mental health treatment and peer recovery support lasting at least 12 months, and help connect workers with employers, while keeping administrative and supportive service costs to 10 percent of grant funds each. The program targets areas that have experienced economic downturns and high unemployment linked to substance use disorders, and all grant recipients must report quarterly on performance metrics and participate in an independent evaluation measuring employment outcomes. The bill also includes technical corrections to existing workforce law to ensure consistent language throughout the statute.
