The Home-Based Telemental Health Care Act of 2025 establishes a federal grant program to expand mental health and substance use treatment services in underserved rural areas and among people working in farming, fishing, and forestry. Eligible organizations—including public and nonprofit telemental health provider networks—can receive grants to deliver these services to patients in their homes through remote technology, while also improving broadband access, providing devices, and upgrading provider infrastructure. The program specifically targets health professional shortage areas and occupational groups that traditionally have limited access to mental health care. The bill authorizes up to $10 million per year from 2025 through 2029 for these grants and requires the Secretary of Health and Human Services to report to Congress on the program's effectiveness and quality of care every two to three years after implementation begins. Senators Rounds and Smith introduced the legislation in March 2025, and it was referred to the Senate Health, Education, Labor, and Pensions Committee.
