The Shenandoah VALOR Act expands the Shenandoah Valley Battlefields National Historic District to include Rockbridge County in Virginia and Berkeley, Jefferson, and Morgan Counties in West Virginia, broadening the historic district beyond its current Virginia-only boundaries. The bill authorizes $1.25 million annually starting in fiscal year 2027 for the management entity to operate the district and maintain battlefield parks and visitor facilities, plus an additional $2.5 million per year from 2027 through 2033 for grants, technical assistance, and land acquisition from willing sellers. The district will continue to operate as a distinct partnership model and remain eligible for funding and support available to National Heritage Areas. The Secretary of the Interior must submit a report to Congress within two years recommending how this partnership model could be replicated at other locations in the National Park System.
