The Blue Collar Social Security Fairness Act would allow workers in physically demanding jobs to begin collecting Social Security retirement benefits at age 60 instead of the current minimum age of 62. To qualify, workers must have accumulated points based on working at least eight months per year in a physically demanding job, with more points awarded for working in such jobs at older ages. The bill also eliminates the early retirement reduction in benefits for these covered workers and temporarily relaxes the earnings test that normally reduces benefits for those who continue working. The Social Security Commissioner, working with the Labor and Health and Human Services Departments, would have one year from enactment to publish a list of occupations that qualify as physically demanding, with updates every three years thereafter. The changes would take effect for benefits paid after 2026.
