The Voter Vouching Transparency Act requires states that allow voter vouching to report data to the Election Assistance Commission after each federal general election. A voter voucher is someone authorized under state law to attest to another person's identity or residence for voter registration purposes. States must report the total number of people who registered using voter vouchers, the number of people who served as vouchers, how many people each voucher attested for, and rejected vouching applications broken down by reason for rejection. The reports cannot include personal identifying information like names, addresses, or dates of birth, and the Election Assistance Commission must make the reports publicly available for 22 months after receiving them. This legislation aims to increase transparency around an alternative voter registration method used in some states.
