The Skills Against Violence Act of 2026 establishes a new federal workforce program designed to help survivors of domestic violence, sexual assault, dating violence, stalking, and related crimes prepare for and secure employment. The bill directs the Office on Violence Against Women to award grants to states, local governments, tribal nations, and nonprofit organizations with experience serving gender-based violence survivors to run job training and support programs. Eligible uses of grant funds include employment counseling, occupational training, job placement services, childcare, transportation, legal aid, and mental health counseling to address barriers survivors face in joining the workforce. The program authorizes $40 million annually for fiscal years 2026 through 2030, and grantees must report annually to the federal government on how many survivors they assist and employment outcomes achieved. Congress will receive biennial reports summarizing the program's effectiveness nationwide.
