The Stop the Settlements Act (STS Act) is legislation that would impose sanctions on foreign persons and entities involved in building or supporting Israeli settlements and outposts in the West Bank and Gaza Strip. The bill applies mandatory sanctions to those responsible for constructing new settlements after September 30, 2026, investing in settlement infrastructure, or facilitating the transfer of Israeli civilians to settlements, while allowing the President discretionary authority to sanction those involved in financing or maintaining existing settlements. Sanctions available under the bill include blocking assets held in the United States, denying visas, and revoking entry documentation for designated individuals. The legislation also prohibits imports into the United States of goods produced or manufactured in Israeli settlements beginning 120 days after enactment, with exceptions for personal baggage and humanitarian goods. The bill requires the Financial Crimes Enforcement Network to issue guidance to financial institutions within 120 days and mandates regular presidential reports to Congress on implementation efforts. The Act would sunset after ten years.
