The Safe Disposal of Opioids Act of 2026 authorizes the Attorney General to award grants to hospitals, pharmacies, law enforcement agencies, and other entities to establish or maintain safe disposal sites where people can drop off unwanted prescription medications. The bill funds these grants through a small fee of one cent per 100 milligrams imposed on opioid manufacturers and importers when they sell prescription painkillers. To protect vulnerable patients, the legislation requires the Department of Health and Human Services to ensure that cancer patients, hospice patients, and their families do not bear any cost of this disposal fee when they purchase opioids. No more than 10 percent of the grant funding can go to law enforcement agencies or pharmaceutical companies in any given year. The bill authorizes annual funding up to the amount collected from opioid sales fees, beginning in fiscal year 2027.
