The American Glove Act of 2026 requires federal agencies to purchase nitrile examination gloves exclusively from domestic manufacturers when buying through government-wide contracts and the AbilityOne Program, which serves nonprofit agencies employing people with disabilities. The law applies to the Department of Defense, Department of Homeland Security, Department of Health and Human Services, Department of Veterans Affairs, and other federal agencies that procure these gloves for medical, emergency response, or protective purposes. Qualified domestic manufacturers must be majority-owned by U.S. persons, cannot be controlled by foreign entities of concern, and must have demonstrated capacity to produce gloves at commercial scale in the United States. The legislation requires agencies to establish supplier agreements with domestic manufacturers lasting at least two years with binding minimum purchase commitments to support domestic production planning and investment. Agencies must certify compliance with these requirements and can implement the law through existing procurement authorities without terminating current contracts if they can be modified to meet the new standards.
