This bill amends federal disaster relief law to streamline recovery processes following major disasters. It exempts vessels from certain maritime shipping restrictions for up to 180 days after a disaster declaration to speed up relief supplies, and suspends prevailing wage requirements (Davis-Bacon Act) for disaster repair projects. The legislation creates Emergency Recovery Boards that must be established within 30 days of each disaster type, composed of federal agencies, state and local officials, and congressional representatives, with requirements to submit recommendations within 30 and 90 days on removing recovery barriers. The bill also clarifies that environmental compliance with water pollution, air quality, and endangered species laws applies to disaster recovery projects, and allows federal disaster assistance to cover technological improvements to damaged facilities that were already scheduled for installation before the disaster occurred.
