This bill creates a pathway for certain Hong Kong residents to become lawful permanent residents (green card holders) of the United States. It applies to Hong Kong residents who were previously granted Deferred Enforced Departure status through presidential action and who have continuously lived in the United States since January 15, 2025, without returning to Hong Kong or China. To qualify, applicants must have no felony convictions or more than one misdemeanor, must not be subject to extradition, and must apply within one year of the bill's enactment. The legislation also allows eligible family members, including spouses and children, to adjust their status to lawful permanent residents, and it protects applicants from deportation while their cases are pending. Additionally, the bill waives certain standard immigration grounds that would normally make applicants ineligible, allowing more Hong Kong residents to obtain permanent legal status in the United States.
