The Improving Access to WIC Act would establish a federal grant program to help states improve enrollment and participation in the Women, Infants, and Children nutrition program, a federal assistance program that provides food and nutrition services to low-income pregnant women, new mothers, and young children. States that voluntarily participate would receive grants to fund activities such as conducting outreach through healthcare providers and schools, streamlining online applications, and creating systems for healthcare providers to securely refer eligible individuals to WIC. The bill authorizes fifty million dollars annually for fiscal years 2027 through 2031, with each participating state receiving at least two hundred thousand dollars plus additional funding based on the state's current WIC enrollment relative to national enrollment. The Department of Agriculture would be required to submit annual reports to Congress on program outcomes and best practices within one year of enactment and each year thereafter. The legislation includes privacy protections requiring that any shared data be used only for WIC certification and enrollment purposes and be subject to existing federal confidentiality rules.
