This bill directs the Secretary of the Air Force to establish and operate a military program for safely transporting patients infected or suspected of infection with dangerous communicable diseases over long distances by aircraft. The program must begin by October 1, 2027, and will be coordinated across the Department of Defense while also supporting other federal agencies, state and local governments, and civilian partners as needed. The Air Force must develop training curricula and medical standards for personnel, establish safety protocols and equipment requirements, create specialized transport teams, and work with other military branches and federal agencies to coordinate responses to disease outbreaks and emerging infectious threats. The program will also identify gaps in current capabilities and support research into better transport systems and protective equipment to improve patient survival rates and minimize infection risks to medical and support personnel. The bill does not specify funding amounts but requires the Secretary of Defense to develop department-wide policies and doctrine to govern how these disease response capabilities are developed and used across the military.
